The Ministry of environmental protection recently issued three environmental protection standards,including the general guidelines for the self monitoring technology of pollutant discharge units,the technical guidelines for the self monitoring of pollutant discharge units thermal power generation and boilers,and the technical guidelines for the self monitoring of pollutant discharge units paper industry,to provide technical guidance for the self monitoring of pollutant discharge units,support the application and issuance of pollutant discharge permits,and regulate the self certification and compliance of enterprises.
It is a clear responsibility and obligation of the environmental protection law for key pollutant discharge units to carry out self-monitoring of pollutant discharge status.The implementation plan for the pollutant discharge control permit system issued by the general office of the State Council clearly states that enterprises should"self certify and abide by the law",and the Interim Provisions on the management of pollutant discharge permits issued by the Ministry of environmental protection clearly states that self-monitoring requirements are important items specified in the pollutant discharge permits.The introduction of three environmental protection standards,including the general guidelines for self monitoring technology of pollutant discharge units,has provided systematic technical guidance for pollutant discharge units to carry out self-monitoring and standardize their self-monitoring behavior.When issuing the pollutant discharge permit,the local government shall refer to the corresponding technical guidelines for self-monitoring,put forward clear requirements for the self-monitoring of enterprises,specify them in the pollutant discharge permit,and implement them by relying on the pollutant discharge permit system.
The general provisions clearly stipulates the general requirements for self-monitoring,the formulation of monitoring scheme,monitoring quality assurance and quality control,information recording and reporting requirements,etc.The technical guide for self-monitoring of thermal power generation,boiler and paper industry includes two core contents:self-monitoring scheme,information recording and reporting,and refines the corresponding contents in the general provisions in combination with the industrial emission characteristics and management requirements.
